The relationship between Millersville and the university are perhaps not as rosy as Mrs. Gerber and the mayor lead one to believe. Twice in the last 10 years the university or student services have sued the borough over zoning opinions that did not go as they please. It is the opinion of the university that the ordinances that apply to other property owners of the borough are not for them to be concerned about. The continual plans of the university to demolish historic properties for their expansion speaks ill of their respect for the town.
The Millersville 2020 plan touted as an example of good community planning did not include any mention that the meetings of this panel have excluded members of the borough planning commission and are held in private.

The policy of the university to drive student housing off campus, the direct opposite of the well reasoned plan of Dr Fry at F&M has led to the destruction of neighborhoods by student behavior. One need only speak to residents of mary and elizabeth streets in Millersville to confirm this.

The council president speaks about development on Wabank rd as a solution to the financial issues of the borough. This development will bring increased revenue to the borough. It will in no way solve the problems facing the borough taxpayers. Unlike many townships Millersville cannot build its way out of trouble. There is not enough space to do so.

If the mayor and the council president think all is rosy, I would have to suggest otherwise

That says it all.
