Bishop said she's leaving for many reasons, but one, she admitted, had to do with the "mean factor" surrounding the complaint filed against Urdaneta.

The superintendent said that if someone had told Urdaneta of the problem instead of filing a complaint, Bishop believes Urdaneta would not have stood for re-election.
