Isn't the road already half way built. What is that bridge that runs over the Horseshoe Road out past CV high school?

Doubt they would meet any current specifications. I would imagine most everything would be rebuilt. I think there is a Route 23 website that explains the different route options. Found it: www.paroute23.com.
