I guess PP&L would need to negotiate a better deal with a generator or sell the business to someone who can live within those parameters. Go bankrupt - you are the president of a utility - not an actor! Obviously the electric companies can not live up to their commitment to provide a utility service at a reasonable price or allow others to compete in the space as the intent of the original deregulation.
