Daisy, based upon the link I posted on another thread about this, someone without at least a master's could not hold a PA superintendent's letter of eligibility and, thus, should not be eligible to be selected for this job. Here's the link again:

In theory, anyway, a district should not even consider a candidate who doesn't hold this minimum credential. Concerned citizens should be sure to contact the PA Dept of Ed if it looks like the job is going to someone who isn't qualified to hold it. We all know that, just because someone is elected, that doesn't mean he knows what's required any more than we do.
Note also that an ASSISTANT Superintendent needs a letter of eligibility, and that, in order to get a full Superintendent's letter, one must have had at least three prior years of experience in a supervisory or administrative position. So someone can't merely be jumped from an assistant superintendent to superintendent without receiving an additional credential.
