I thought teenagers are not allowed to drive that late at night without a parent or adult in the car with them. The article does not address this. Or is there not a law like that in PA?

Yeah there are cufew laws in PA, i believe they were 11pm when i was in school. Not sure what they are now. The only way you got around it was if you had a job and got an exception from Penndot to be out after that time.
