IMO, this judge did not do his job. High should have to pay ALL costs incurred by the Humane League in this case. He caused the problems, he should pay. He should not be allowed to own ANY animals. It made me sick when the judge said he could have his dogs back. What was this judge thinking? He just "sentenced" High but is giving him his dogs back? Makes NO sense! The best thing we all can do now is fight High's every move to go back into business. Let your friends and acquaintances know what this guy did.

Wasn't his former attorney the current mayor of Lang-crackster?

This "Judge" needs to go. Go to a puppy Mill and look!! Experience the real thing. This judge received many letters from many people asking for a maximum sentence for Elvin High. And he received many requesets to let Sally Jane remain with the Humane League where she is receiving excellent care for the first time in her miserable life. Not only did this judge impose a paltry fine, he isn't requiring High to reimburse the Humane League for all the expenses of vet care and boarding. This is very wrong. This happens over and over to the Humane League which incurs all expenses for these unfortuanate puppy mill dogs, and receives no restitution and therefore must rely on donations from citizens to keep the doors open.
This man has broken the law for years. Does that not matter? This whole thing is sick.

What more must we do? There are so many people out there writing letters, providing help and support, contributing their hard earned money, television shows about cruel treatment/neglect of animals (Animal Cops on Animal planet), etc.. We have lobbied our politicians, our local representatives. ETC.......
I hate to say this, but this poor sentencing will just give more confidence to the other offenders that they can continue their bad behavior. If this is all High gets, others will continue to treat animals cruel because the punishment is just a smack on the wrist.

What more can we do? I agree you feel like you are beating your head against the wall. However, we can't give up. That doesn't help the dogs in these deplorable mills. Keep writing, keep doing it all. You would be surprised how many people still haven't heard of a puppy mill. So you could be the one to educate that person, who may in turn also get involved. It is going to take a lot of frustrating work, but it is worth it. If nothing else, more people will stop buying from these kennel owners which will eventually hurt their greedy motives. As for judges like that, well, hopefully he won't be reappointed.

Oprah is doing a show on puppy mills on Friday, April 4th. That should help with education.
