I've never dealt with main line rescue.
However, the rescue orgs I have dealt with simply want a good home for the dogs they have that can be placed. No donation is requested, just food, kindness and caring.
Even if he does ask for a donation, let's face it, he says the organization has rescued 5,000 dogs. I'd bet a lot of them required vet care, which even if the vet provideds his services for free, I'm sure there's medications and tools (scalpals, X-rays) which are not.

Sounds like a puppy mill owner who is upset. There are a lot of barking chicken houses, dogs in rabbit hutches or only on 3 ft. tie-outs all over East Earl township. Bet the Oprah expose has hurt business.

Good. Back yard breeders are bad business. Puppy mills are worse, much, much worse. If you want a dog, go to an animal shelter please. You're not just saving one pet, you're saving two.
The one you take home is the first, the one who takes his place is the second.
