From Growing Together, it is obvious that LIMC wants to expand their reach and have a more active role in regional issues. The LIMC should have only a support role. That should be spelled out in the ordinance.

However, keep in mind:

Municipal Planning Code Article III Section 303.c: "Notwithstanding any other provision of this act, no action by the governing body of a municipality shall be invalid nor shall the same be subject to challenge or appeal on the basis that such action is inconsistent with, or fails to comply with, the provision of a comprehensive plan."

Maybe there are some hidden agendas out there? It's interesting to read past minutes at the Hempfield site. Some people actually think the TND fiasco of 9 draft versions paid for by a developer which became increasingly more dense, the countless manhours and ignoring of public outcry until the bitter end was handled well. See if you can find the hidden agenda below.

Scott Wiglesworth thanked the Board and staff for the way in which they handled the TND issue.
Mark Hansen felt the Township should follow the County's lead to involve the residents.
Colleen Jacobsen thought that residents expect the Township to provide more communication.
Adjournment: There being no further business, Mr. Bingham adjourned the meeting at 10:49 p.m.

OK, I'll play - but cut me a little slack as I'm not a resident of EHT.

Wigglesworth's public record quote revealed the hidden agenda when when he specifically thanked everyone involved in the crafting of the TND draft. At that point, he confirmed that the township employees were actually (with the blessing of the majority of the Board of Supervisors) working under the direction and supervision of the big developers - and not under the direction of the elected Supervisors who are legally supposed to be "running the show" for the benefit of EHT residents.

Lancaster City is currently considering this exact same proposal; it will be voted on at the next City Council meeting on Tuesday, May 27th. When this ordinance was brought up at the May 5th meeting of the City Council Community Development and Planning Committee, representatives of the LIMC made it quite clear that they serve in an advisory capacity only; they literally have NO authority. It was explained that the LIMC can't even attend a government meeting unless they are directly invited to by the board or agency that is holding the meeting! When I questioned why they are even bothering to go through all of this effort with no real influence, their claim is that the LIMC provides the first real opportunity for different municipalities to work together.

The way the LIMC was described to the public at that meeting, it is practically worthless.

1) How would anybody know about this? Was the hidden agenda bigger and more far reaching that we thought?

2) Why would anyone admit it openly in public?

3) Does Wigglesworth. play any role in EHT politics, development, etc. or is he just a "in the know citizen"?
It makes you wonder what was being crafted outside of public view and how many hands were in the pot.
