About the other part of your post, they are never going to release her name as she is considered a victim of a pedophile and even when she is 30 they will not release her name. As long as the alleged crime against her happened when she is a minor, they won't publish. That is how it should be to protect the real victims of cases like this. not sure about this, but I think the 75K came after it came out that the district or the school was alerted to the relationship awhile ago, investigated it and then found nothing to pin on either. Then years later when it surfaced, Monday morning quarterbacks said they should have done something more.
