Occupants of several buggies encountered a naked man as their horses trotted past a parked car late Sunday night along Route 340 in Leacock Township, Lancaster state police said.
Several motorists also saw Brian Keath Rote, 50, of Kinzers, hanging out the driver's-side open window and door of a 1995 gray Buick Riviera coupe, troopers said.
Troopers found Rote when they were dispatched to an 11:18 p.m. report of a suspicious vehicle on the side of the 3400 block of Old Philadelphia Pike, just west of Intercourse.
Rote was in the car, which was parked along the north shoulder of the highway. He was unclothed, police said.
Rote was heavily under the influence of an alcoholic beverage, police said. He was arrested on charges of indecent exposure, open lewdness and driving under the influence of alcohol.
