Just for clarification- this project was never proposed as "Light Rail" (LRT). LRT is a hybrid type vehicle and system that is designed to run both in regular street traffic (like a streetcar) as well as on exclusive ROW trackage (like a train). Capital One, as long as I've followed it, would be a regional rail train running on existing tracks, and never intended run in street traffic, as the term "Light Rail" usually implies. "Heavy Rail" generally refers to train systems requiring grade separation, either due to a Third Rail power source (eg subway) or high speeds (Amtrak trains).
