Mugwe, 22, became unruly when officers responded to her home for a complaint of loud music, police said.
Told she would not be charged if she turned down the music, police said, she began to yell profanities, refused to give her identification and tried to walk away when officers attempted to arrest her for disorderly conduct.
After putting up a struggle and forcing officers to tackle and handcuff her, police said, she tried to escape through the back window of the cruiser.
Officer Wendell Metzler sprayed her with pepper spray to get her back in the car, but she tried to kick out the back window numerous times, police said.
Mugwe was taken to the police station and was to be treated by New Holland Ambulance for the pepper spraying when she lost consciousness, police said.
During transport to the hospital, police said, she became combative and kicked Officer Christopher Clingan in the chest and shoulder numerous times.
Clingan shot Mugwe with his Taser to subdue her and keep her from injuring him or the ambulance crew, police said.
Mugwe was treated at Ephrata Community Hospital Saturday and was to be arraigned on multiple charges at her release.
DRUGS, CASH SEIZED: Lancaster police and state parole agents arrested two men Friday and confiscated more than $8,000 in crack cocaine and Ecstasy pills.
Lt. Clark Bearinger was called to the Probation and Parole Board office at 635 Union St., along with officers Todd Grager, Jason Drouillard and Shawn Sheckard, to assist in detaining state parolee Jason Rivera, who had driven in for an appointment.
Officers and agents removed James Corbett, of Bronx, N.Y., from Rivera's car and arrested him after a search of the vehicle turned up crack cocaine, marijuana and a loaded 9-mm handgun that had been stolen February 2007 from a vehicle in Morgantown, police said.
Rivera and Corbett were taken to the police station.
State agents searched Rivera's home in the 400 block of North Water Street and found more cocaine, numerous Ecstasy tablets, 9-mm bullets, digital scales and cash, police said.
In addition, police said authorities seized a total of $23,509 in cash, 202 grams of crack cocaine with a street value of about $7,000 and Ecstasy tablets valued at approximately $1,000.
Detective Bill Breault charged Rivera with two counts of possession with intent to deliver crack cocaine, possession with intent to deliver Ecstasy, two firearms violations, receiving stolen property and possession of marijuana and drug paraphernalia.
Corbett was charged with possession with intent to deliver crack cocaine and possession of marijuana, police said.
•Police arrested Gerald F. Snyder, 18, of the 700 block of Skyline Drive, after finding eight small bags of marijuana and a marijuana pipe in his possession during a traffic stop on the 100 block of North Queen Street at 12:45 a.m. Saturday.
•Byron E. Folk, 19, of the 600 block of Emerald Drive, was arrested at 12:15 a.m. Saturday when he was found sleeping on steps in the 400 block of Lafayette Street, police said.
SIMPLE ASSAULT: Kawanna Hinton, 32, of the 400 block of Donner Drive, was charged with simple assault after a domestic dispute turned violent Saturday, East Lampeter Township police said. Hinton allegedly struck her boyfriend on the head with a belt buckle and then pistol-whipped him during an argument in her home at 1:56 a.m., police said.
HARASSMENT: Duesdennis Colon-Echevaria, 29, of the 400 block of South Christian Street, was charged with harassment after a domestic dispute in the parking lot of Wal-Mart, 2034 Lincoln Highway East, turned physical at 12:30 a.m. Saturday, East Lampeter Township police said.
SUSPICIOUS ACTIVITY: East Lampeter Police were called to Brewer's Outlet at 6:45 p.m. Saturday when a woman in a parked car told a passerby that she was being kidnapped by the driver — a male, approximately 35 to 40 years old — who was in the store at the time. The passerby gave police the license number of the white, 4-door Mazda 626. Police are trying to locate the vehicle's owner. Call Officer Garman at 664-1180 with information.
DUI: Michael Alan Delp, 26, Atglen, was stopped for traffic violations at 1:45 a.m. Saturday on Route 41 at Newport Avenue, Sadsbury Township, and arrested for driving his truck while under the influence of intoxicants, police said.
•Troopers pulled over Brad Allen Zerphey, 18, Palmyra, at 3:12 a.m. Saturday at Elizabethtown and Meadow View roads, Rapho Township, and arrested him for DUI, State Police at Lancaster said.
Zerphey was stopped after his car swerved into the oncoming lane and forced the patrol car off the road, police said.
Two passengers in the car, Abigail Lee Snyder, 19, Wrightsville, and Gregory Richard Mettley, 18, Palmyra, will be cited for underage drinking, police said.
•Charges of driving while under the influence of intoxicants are pending against Max A. Fasnacht, 18, of the 800 block of Pointview Avenue, Ephrata, after an investigation into a car crash, Ephrata police said. Fasnacht crashed his vehicle into a tree in the 300 block of Akron Road in Ephrata Township at 12:18 a.m. on June 29, and was treated and released for moderate injuries. Polide said he had been drinking, and a blood alcohol test registered .113, police said.
UNDERAGE DRINKING: Rogelio Soto-Losada, 19, of the 700 block of North Pine Street, was cited for underage drinking at 1 a.m. Saturday when he was found in the 400 block of Manor Street with an open bottle of beer, police said.
DISORDERLY CONDUCT: Linwood D. Jones, 45, of the 600 block of New Holland Avenue, was arrested at 12:56 p.m. Saturday after allegedly pushing his girlfriend down in the 300 block of S. Prince Street.
PROWLER: State police at Ephrata are looking for a man who was prowling in a neighborhood near North Colebrook Road and Meadow View Road, Tuesday. The man parked a full-size two-tone conversion van with a ladder and spare tire attached on the rear at the Mastersonville Fire Company and walked around properties in the area around 10:55 p.m.
VANDALISM: Eggs were thrown at the back wall of a home in the 500 block of West Maple Grove Road, Brecknock Township, between 4 p.m. Monday and 3:02 p.m. Tuesday, State Police at Ephrata reported.
•State Police at Ephrata are investigating an incident in which three trash cans in the 100 block of Wheatland Drive, Brecknock Township, were struck by an eastbound vehicle at 11:30 p.m. Thursday.
THEFT: A green 1998 Honda TRX250 four-wheeler was stolen from an open barn in the 2100 block of Mount Joy Road, Rapho Township, between noon on Tuesday and 3 a.m. on Wednesday, State Police at Ephrata said.
•New Holland Police investigated the theft of a bicycle at New Holland Park at 2:18 p.m. Saturday. An male later handed the bike over to family members when they approached him, then ran off, according to police.
•Two skateboards were stolen at Pizza Hut, 633 W. Main St., East Earl Township, at 7:08 p.m. Saturday. Two juveniles who owned the skateboards left them outside the restaurant when they went in to eat, New Holland police said.
•A red Baja four-wheeler was stolen from a shed in the first block of Maple Drive, Columbia between 3 p.m. Tuesday and 2 p.m. Thursday. The thief cut the lock on the shed, police said. Contact state police at Ephrata with information at 721-7667.
•Johnny Price, 35, of the 5000 block of Amish Road, Kinzers, and Dennis Baxter, 34, of the 2800 block of Lincoln Highway, Ronks, were charged with retail theft after the they tried to take 19 DVDs from Wal-Mart, 2034 Lincoln Highway East, at 12:02 p.m. Saturday, East Lampeter Township police said.
CRASH: Police said Velibor Ivkovic of New Holland escaped injury after he lost control of his vehicle shortly after 7 p.m. Friday in the 700 block of North Shirk Road, Earl Township.
The northbound vehicle went over an embankment, through a cornfield, over a farm lane and struck a utility shed, police said.
