I do not think there is an unbiased analysis so I will suggest three references....

You know, I work with a law firm that operates in the courts of several different home rule counties and several conventional counties. We work with property taxes and other municipal fees as a private collector (yes, I'm slightly evil). Generally, my firm gets more clients from "home rule" counties because the county tax collection gets less efficient.

Once we have clients, we find those counties harder to work with on the county level. Prothonotaries, Tax Assessment, Sheriffs, and Register of Wills offices are generally behind the curve on technology and on staffing. I don't know if this is a home rule related things or not, but I can't help but wonder if restrictions on taxes and reorganization of the offices contributes to this.

I'd rather have an elected, overpaid Prothonotary who is able to do his/her job correctly than an elected Prothonotary/Register of Wills/Etc. who can't balance the budget enough to make the office operate as it should.

Thanks to everyone for your input. Initially I thought Home Rule would be a good thing, but now I'm not so sure. Hopefully by Tuesday I'll know which way I want to go.
