I wouldn't go as far as to say they live just downtown. The "problem" is more widespread. Like a "Cancer" they have spread beyond the tumor. Examples are the "old Covered bridge Apartments" in EHT, Some areas in Lancaster Twp are suspect . Thus, this just can't be pinned on the City Folk. Here's a clue for Chuckie Cheese . Get rid of the Video games. I think the problem will die substantially.

Low cost housing is a magnet for the criminal underclass. With all the new low cost housing rental units being built, Manhiem Twp schools are having drug and discipline problems like never before.

I don't think Topps cards are priced any differently. If neither of those is what you're looking for, I can't help you. Those are the only two brands we collect.
