Now here's a perfect waste of time on the DEP's part, when it comes to inspecting the coal ash basin in Holtwood. According to the article, PP&L had the coal ash sludge removed after their coal fired power plant, was no longer in use and tore down. PP&L stated they had the coal sludge basin filled in with dirt, and the only remaining thing to show, that there was an old coal sludge basin even there, is this retaining wall, that was a part of the basin's structure.

So why is the DEP wasting time and money inspecting something that is no longer in use?

Makes them feel good. They can't go out and do any real investigating it's beyond them.
