I believe it said in this article that the new legislation makes it illegal for townships to penalize already existing (albeit illegally existing) operations. This is the first I read any mention of that, but could partially explain why other townships have not acted to reject existing puppy mills now filing for exemptions. Lame excuse for not closing them, but there might actually be some legal obligation. Anyone know for sure or is this just Upper Leacock township's solicitor's take on it?

I'm trying to find out if that statement the board made about the law not allowing them to punish or deny these kennels is true. I can't understand that either. If I started a business out of my home and then years later went to the township for approval to run my business, do you really think I wouldn't be punished in any way? I hardly doubt that.
I think every resident in Upper Leacock(my area) that care about dogs should contact this zoning board and voice their outrage. People need to start stepping up or these small town politics will just continue. It's sick and I don't want these abuse factories in my neighborhood anymore.

ok. I called around and was unable to find out what law this attorney was speaking about. I then called the attorney himself. Well he refused to get on the phone with me. His receptionist got very upset with me when she asked me why I was calling and I said I wanted to ask him about the law he spoke about at the upper leacock zoning meeting and the dog law dept. didn't know, so they suggested I call him. I was nothing but polite and nice. I was on hold, then she told me " he doesn't represent you, and he doesn't have time to answer every citizen's questions." I asked if she knew who else might be able to help me, and she said "not anyone in this office!" Then as I was in the middle of saying something, she hung up on me! I called back to say excuse me, I was trying to say that I am a resident of upper leacock township, and just want to know what law he is quoting, but she said he still wouldn't speak to me and "if I call there again they just might..................." then hung up on me again!
Wow that is very professional I'm sure. I bet they have nothing to hide!
I'm sorry but I don't understand why all the avoiding, rudeness and threats. I just wanted to know what law he is talking about that says these town zoning boards are not able to punish or deny these kennels that have been operating illegally. So I hope everyone that reads this takes that into consideration when attending their upcoming meeting, and maybe you will want to contact this "attorney" Robert Sisko 717-299-5251
