Yea, the neighbor Beiler makes it sound like Esch didn't choose to have nine children and didn't choose to operate a puppy mill. Plenty of other folk either run legitimate businesses or work legitimate jobs to raise a family.
Mr. Esch can, too.
Folks like Mr. Esch will fool around until Lancaster County gets such a bad reputation for puppy mills that legitimate pet-breeding businesses will suffer. Something like that could also affect our touism-related businesses.
I wonder, too, why the state considers pet breeding "agricultural." Yea, they're animals raised for resale but isn't the business in a category of it's own? These animals aren't sold as a food source (neither directly nor indirectly--no Chinese-restaurant jokes please ). You
could consider horses "pets" but isn't breeding an animal specifically for a pet-related purpose something different?
For me, the bottom line is money:
