The county waste authority is buying 51 acres of land from Frey Dairy Farm in Manor Township for more than $1 million.

The three parcels, which adjoin the Frey Farm Landfill and Turkey Hill Dairy, will be used to satisfy setback regulations for a proposed wind-turbine project at the landfill and as a source of dirt and dirt storage related to the upcoming project to build a new landfill atop the closed Creswell Landfill.
The Lancaster County Solid Waste Management Authority board approved the $1,079,750 purchase agreement at its monthly board meeting on Friday.
Frey Dairy Farm, which supplies about 20 percent of the milk used at the Turkey Hill production plant, had originally put up for sale 29 acres of industrially zoned farmland along River Road.
The waste authority contacted Frey Dairy Farm owners and offered to buy the 29 acres at $24,500 per acre if the company also sold two other parcels bordering the landfill.
One 16-acre parcel near the Susquehanna River was desired by the authority to meet Manor Township zoning requirements related to the proposed wind turbine project atop Turkey Hill. The project is proposed by the authority, PPL and Turkey Hill Dairy.
A pair of 370-foot-high turbines would be built to generate electricity. The authority has to have a setback so that there is no danger to property if the turbines fell, said James Warner, the authority's executive director.
The parcel consists of ag land and woods. The authority is paying $22,500 per acre for the 10 acres of ag land and $11,000 per acre for the woodland.
A 5-acre tract bordering the access road to the Frey Farm Landfill includes Mann's Run.
The authority may take dirt from the 29-acre tract in the future for use at the new landfill.
But for now, the authority may lease the 29-acre property along River Road and 10 acres of the 16-acre tract back to Frey Dairy for agricultural use.
"I don't think there will be any complaints from anybody down here," Mary Glazier, a landfill neighbor, said of the purchase.
Frey Dairy Farm officials could not be reached for comment this morning.
