There would be one VERY big positive if Smithgall would become mayor again: he would be forced to clean up the financial mess he left for Gray. Smithgall would then be forced to take the blame for tax increases, layoffs, and service cuts caused by the structural deficits that HE created.

I am SURE that "Good time Charlie" would find a way to twist and contort the truth to blame it on Gray. "Hey, I've been out of office for four years and look what I had to clean up!"
