Police charge Lampeter man with heroin possession after search of car.

Detectives arrested a Lampeter man  and charged him with heroin possession Monday after investigating officers observed him allegedly slipping pill bottles into one of his pockets, police said.

Lancaster County Drug Task Force detectives and police officers said they followed the suspect, 21-year-old Bryan Galen Fay, to a fast-food parking lot in West Lampeter Township.

There, Fay was seen exiting his vehicle then removing a bag from his trunk before slipping pill bottles into his pants pocket, officers said.

Detectives and West Lampeter Township Police approached the vehicle, then searched Fay's car. They said they found heroin, hypodermic syringes, glassine baggies strewn all over the vehicle, and a burnt spoon and "marijuana smoking device."

The pills allegedly found in Fay's possession included controlled substances codeine and Vicodine, police said.

The street value of all the drugs is  in excess of $2,500, officers said.

Fay was arraigned by Magisterial District Judge Stuart J. Mylin for alleged possession of heroin and possession of drug paraphernalia.

He was committed to Lancaster County Prison in lieu of $25,000 cash bail, though police said the investigation will continue.

In an unrelated incident, the Lancaster County Drug Task Force and Lancaster City Police's K-9 units concluded a two-month undercover investigation that led to the arrest of a city man who allegedly attempted to sell cocaine to undercover detectives.

Detectives said they arranged to meet with Leron J. Morgan, 37, of 706 Beaver Street, on Friday at around 3:15 p.m.

Officers said Morgan allegedly tried to sell the undercover detective drugs just outside of 701 S. Prince St.

Once the detective identified himself, he searched Morgan and discovered $300 worth of cocaine and $941 in currency, police said.

After the man's arrest, detectives and officers executed a search warrant at Morgan's residence, where they located $4,700 in additional cocaine, packaging materials and two gram scales.  

Police said Morgan was charged with three counts of delivery of cocaine based on the arrest on South Prince Street and incidences that occurred April 30, May 8 and May 14.

Other charges against Morgan include one count of possession of cocaine with intent to deliver and one count of possession of drug paraphernalia.

Morgan was committed to Lancaster County Prison in lieu of $30,000 bail issued by Magisterial District Judge Stuart J. Mylin.

In the city, lots are known as "informants." You're right, not all the city drug dealers have cars. They're good at borrowing a family member's vehicle...or toted around by family to commit their crime(s). Not all of them have a valid drivers license, yet get stopped and let go.

well unfortunately in PA, driving without a license or driving under suspension is only a summary offense and the driver cannot be placed under arrest(unless PSP stops the driver or out of state)...just cited and released. I mean what would you like the police officer to do after stopping them? My guess is they tell them they are not allowed to drive from the scene and to call a friend for a ride and leave (because they cannot do anything else). Lets face it, the driver is an adult (by age) and will make his own decision and will probably drive again and again and again...but keep up the good investigation skills innocent, you are one heck of a detective.

So true, they are adults and will repeat their offenses without respect to the law or law abiding citizens. At least, until their crimes catch up with them and somebody takes a stance defending themself. Although, I would say getting stopped and let go 5 times in a very short time frame is a bit much for anyone, under any influence or none. Then again, my guess is it's all in who one knows, or is affilitated with, as has been proven time and again.

take a stance against people driving without a license? i am confused. you said something to the affect of driving without a license suspects are stopped then released...i dont understand how being under the influence came to be and what is your deal with the law enforcement in lancaster giving breaks to all these people based on who you know. did you get a ticket you didnt deserve or something...its getting kind of old seeing your "witty" remarks in any post about law enforcement...

get over yourself and move on...

Oh my, you're offended. Shame. No, I've never had any run-ins with law enforcement in Lancaster. I try to obey the laws, whether they're upheld or not. You seem to be stereotyping all law enforcement. I'm not. A person doesn't have to get a ticket or get in trouble to see happenings. If you don't like it...not my issue.
