The driver says (volunteered outta the blue) the pot cigar was the passenger's, passenger wasn't charged, 6 vials of PCP was found...hmmm, sounds like the driver was wanting hauled off, he got away from the passenger and surely someone has to answer for selling the PCP to him, maybe? Or maybe he's lacking cells upstairs.
