Many years ago a friend of mine went to a concert up at Hershey, and when she was making her way to her car, her vision was assaulted by a guy proudly waving his junk at her. She scrambled to her car, with him following, and when she went to pull the ebrake release to leave, she accidentally pulled the hood release, effectively popping her hood up. Rather than go back outside, she had to sit in her car, and wait for him to lose interest. That's one of those instances where pepper spray would be good to have on hand.
For nearly any vehicle, there is a safety catch that will keep the hood mostly in place allowing someone to drive the vehicle w/o the hood flying open.
My regular catch failed and the hood stayed mostly down at RT 30 on the way home speeds.
OTOH, my mom's failed when I was a kid at 35, the hood flew up, smacked the windshield and bent in half.
Even so, with the hood folded over the car, one should be able to see well enough through the gap to drive at a speed much faster than your average pervert can run, and probably faster than most sprinters can run as well.
I really think the best thing to do in those situations is attract public attention and humiliate the offender. Should "Hey everybody! You gotta see this! This guy here has the smallest !profanity! in the world and he wants everybody to see it!"
Then kick him in the groin.
