Manheim Township passes fire tax

Manheim Township will join East Petersburg Borough next year as the only municipalities in Lancaster County with a tax dedicated solely to fire service.

The township commissioners voted unanimously Monday night to adopt a special fire tax of 0.43 mills, which will begin being assessed in 2010.

The tax will require the owner of a home in Manheim Township assessed at $100,000 to pay $43 per year.

"I think it's vital we keep this (tax) for as long as I'm a resident of this township," Commissioner Michael Flanagan said.

The tax is expected to generate about $1.2 million annually to be divided among the township's three volunteer fire companies — Eden, Neffsville and Southern Manheim Township.

Township commissioners have complained for years that relatively few residents and businesses donate money to support the local fire companies, whose costs for training, equipment and vehicles have escalated.

The fire tax was proposed in July after a year-plus study of township fire service needs.

Commissioner Carol Simpson has said Manheim Township would have to establish a paid fire department if the fire tax were not adopted.

Jim Martin, Manheim Township's former longtime manager who was elected to a commissioner's seat by voters last week, urged the board Monday not to adopt what he called an "entitlement tax."

"I think it's going to start the volunteer fire departments arguing and fighting among themselves" over the money, Martin said.

In other business Monday, Dawn Stratchko, the township's director of finance, presented the proposed 2010 budget.

The $17.25 million spending plan requires no hike in the township's 2009 tax rate of 1.9 mills, although the new fire tax of 0.43 mills will be assessed next year.

The commissioners must vote on the budget before the end of the year.

Also Monday, the board voted 3-1 to solicit bids to build a 2,200-foot-long, asphalt walking path stretching from Delp Road to Valley Road through Landis Woods Park.

Commissioner Rick Casselbury cast the lone dissenting vote. Commissioner Nancy Keebler was absent from the meeting.

The commissioners must have the project under contract for construction by the end of the year to secure nearly $600,000 in federal grant money for it.

The path would be 10 feet wide and have a parking lot capable of holding 15 to 20 vehicles as a trailhead off Valley Road.

In opposing the trail project, Casselbury said he believes the proposed parking lot is too big, and he doesn't think the path should be paved because the purpose of Landis Woods is to provide residents with a natural, undeveloped area for recreation.

Former township commissioners William Ebel and Roy Baldwin told the board the trail has been planned for more than a decade and is a key part of a townshipwide network of nonmotorized walking paths.

Ok so reading the 12 pages on nothing but bashing on the fire service i have to come out and ask how many of you are actual members of an organization? How many of you have donated to your local FD? Let me answer that may be 40%. The local fire companies take time to do facility pre planning, fire extinguisher classes and fire safety at not cost. Do they get thanked in the media NOPE do they get bashed when something is done wrong MOST DEF. If you have such a big problem with this then you should join you local department so they can set you straight and make you go through all trainings and what not. Dont just sit on here and B&^%$. I know departments have cut the budgets, the large TV's and what not actually are there not only for those that have live-in members but for trainings as well. Not to mention some of the other stuff you may see in the stations is bought by the members and not the company. The reason behind some of the budgets that the depts have is to simply keep the volunteers they have(God only know some of you on here cant do the job cuz you are all scared). Volunteers are very scarce now, not many people want to do the job but those that do I thank you. I also hope that most other townships pass a fire tax just to !profanity! you folks off that dont feel the need to donate your time or money....


You have just recruited no one with your post. It is this very attitude which drives people away and keeps them from supporting your depts.

By forcing people to pay for this part time service will only further bring scrutiny on your depts.

Hopefully, no one allows you to speak publicly about anything you support.

Can you imagine what would happen if everyone you counted on had this same outlook towards you? Yeah, didn't think so.

I understand and appreciate your post.

Many years ago I was a vollie with an MT fire company. At the time, the company I was with was very busy running calls, training exercises and doing many fundraisers throughout the year.

I will always have an appreciation for the volunteer fire/EMS workers. This fire tax for MT companies is a long time in coming and much needed. All volunteer companies in every township/boro should have assistance maintaining their equipment and volunteers.

I presently pay taxes as a city resident to support the city paid department.

If people want to protest paying a small tax to help fire/EMS then perhaps, if physically able, they could volunteer their time to help those volunteer organizations.

Some volunteer companies throughout the county have excellent fundraising events - fire company food is the best prepared and sold food in town!! Witmer FC ox roast, Neffsville chicken corn soup, West Lancaster FD pancake breakfast...............

HAHAHA, only if you knew the most of it... For years the VOLUNTEER Fire Companies have given the residence the opportunity to help no force that is what we call a Fund Drive Donation. How ever with the decrease in Donations is what causes the municipalities to enforce a fire tax. Maintenance on the trucks are not cheap and either is the equipment that goes along with it. Oh and as a Twp resident i have also heard that there is talks about a fire tax being enforced in a adjacent location. I will do everything i can to help make that go thru and that’s just for you FDR06...LMAO

I doubt Trkco was looking to recruit anyone; although, he/she didn't exactly help their cause.

I believe the vast majority of taxpayers are FINE with paying the least amount possible to MAINTAIN the current services. If you think otherwise, go to a meeting and say you favor disbanding the volunteer service and quadrupling the property taxes to go with a fully paid service. AND I bet there would be a lot more scrutiny as to what all those paid personnel do all day.

Your opinion is shared by a very small minority of the taxpayers. In fact, the only group I know that would be pushing for increased taxes to replace the volunteer service would be union firefighters.
