City police have charged nine men with performing various sexual acts at Long's Park.

Police set up a surveillance detail from 5 to 9:30 p.m. on Thursday, Friday and Monday, police said.

They charged the following men with indecent exposure and open lewdness: Larry Richard Ruddle, 67, of Middletown; Paul Earle Titter, 56, of 2328 Henbird Lane; Fred Richard Landis, 70, of 455 Valleybrook Drive; Brian Wayne Emerick, 44, of 718 N. Plum St.

Also, Robert Evers Mervos, 64, of 1331 Country Club Drive; Oscar Torres, 48, of 920 Plain St., Columbia; John Henry Morin III, of Felton; and Gary Phillip Klinger, 42, of 205 Washington Ave., Ephrata.

Girish Patel, 60, of 245 Bethel Dr., was charged with indecent assault and open lewdness, police said.

City police's Selective Enforcement Unit set up the surveillance detail after receiving numerous complaints of sexual activity at the park from residents, police said.

Police will place undercover officers in the park on various dates over the next several months as well, they said.

All of the men arrested were issued a trespass letter, prohibiting them from returning to Long's Park.

NO! I have not lost my right to judge. I can and will be judgmental on this. Get a freekin room! When any persons having anonymous sex in a public park it should ALWAYS be judged offensive????? Even if there were same sex marriages ( which I am not opposed to at all) do you really think this would stop? Get real. There's flippin pervs everywhere! Let 'em pay the price for a room or the price when they get busted with "egg on their face"

Yes society has, by excluding homosexual oriented people from leading normal relationship oriented lives by not recognizing and celebrating those relationships, by not allowing them to marry. So they have to hide what they are from their family, their coworkers, their friends and seek the quick fix, be it at the park or one of those masturbatoriums and then they return to their lives of deception and pretending to be what they are not. No ... marriage might not stop the behavior but at least then you would have a moral leg to stand on in your condemnation of the behavior because then there is a viable option available. When you treat homosexual and heterosexual relationships on an equal basis then you can apply societies moral standards to this behavior ... until then I hope you enjoy your taxes going up for the increased police presence at the park, because it will not stop it from happening and only increase the behavior taking place at the park, because now the word is out and they will be pouring in from all the surrounding counties. As I have been told this activity happens mostly at night and you would not see it if you were not specifically looking for it ... like sitting in a tree with binoculars ... perhaps night vision . To be fair I think the local cops should crack down on the heterosexual couples who go to the park to have quickie sex in their cars .... but fat chance of that happening anytime soon.

Anyway it is a recreational park ... why not have recreational sex in it

According to your logic there aren't any heterosexual couples having sex in parks because society accept heterosexuality as normal. Wouldn't it be more honest to say there are a lot of horny and out of control people out there?

Yes enlightened one .... how about pin pointing a time period for the last crackdown of rampant heterosexual sexual encounters that has taken place in a public place ... and in what newspaper were their names and addresses published ? ... "Jerk"

No the reasons that homosexually oriented men are having risky public sex are different a lot of it hinges on self worth and acceptance - look at the places for these men have to meet and find a partner ... ie: craigslist, bookstores and public rest rooms. look at the sex negative area we live in, the social norms, the fear of coming out to your friends, family and coworkers only to be castigated for what you feel inside for the person you are. Many will choose to get married to a female, live in the closet and live life on the down low. This activity is a direct result of those societal norms that have been forced on them through the decades it is rooted in much more than being horny and out of control. But there are other reasons this activity takes place at this and many parks ... often Gay teenagers too young to go to the bars will meet in these locations and those who have lived beyond their shelf life in the youth worshiping gay community ie: the older Gay male. And those who out of habit, who grew up cruising these places to find encounters .. perhaps the site of their first encounter. Often arresting and prosecuting these behaviors does not stop the person from repeating them.
