The city planners did not even ask what Park City intends to build down the road, a rather critical question if you ask me. They just waived the preliminary plan, for this, and for every major project that came across their desk, including LGH, Kerr Glass, Lowes, and this Park City expansion.

The city opposed the High plan for Conestoga Crossings, citing traffic and congestion as a major issue. But at least the High plan proposed to fix the traffic problem on the bridge over Harrisburg Pike. It seems rather hypocritical to turn around and approve a major retail expansion, (WITHOUT REQUIRING ANY TRAFFIC IMPROVEMENTS BY PARK CITY!) which would only add more traffic to an already congested road. Just some food for thought. I am not arguing for or supporting the High project - just commenting on the need for better cooperation between municipalities.

This sounds typical of city planners. This is partly how the hotel/convention center was given the go ahead without extensive homework being done. It seems as though the city officials enjoy rubber stamping instead of carefully reviewing all aspects of a project. (Although Mayor Gray did some homework on the Harry Eng proposal, thank God)

What criteria is required to be on a planning commission?

In my mind the Park City and new Lowes projects hold the advantage of recycling developed property, instead of paving over more of our environment.

My observation at public meetings is that City officials are scrambling to approve just about anything that will generate "economic development" and increased tax revenues within the City limits. Just like the hotel/cc project (sorry!), there is generally little or no concern on the part of City officials on the impact of traffic, parking, or other quality-of-life issues. After all, how better to score politically than to brag about the amount of economic development brought in? Charlie Smithgall tried winning re-election that way, but waited until too late in his second term to push hard enough; Rick Gray & Co. have been working overtime since before he took office.

The one exception is the Lancaster Press building at Prince and Lemon. That wasn't entirely Rick Gray's doing; the blatant character assassination of Harry Eng was specifically because not only was he NOT a member of Lancaster's inner circle, he was an OUTSIDER. All Rick Gray would have had to do is announce the City and Eng could not reach an agreeement; instead, Eng was attacked personally, probably to serve as a warning to other outsiders that they are NOT welcome in Lancaster City, PA.

The Stock Yards property is still undeveloped. I would LOVE to see a Wegman's there. My wife and I have driven to Exton at times just to shop at Wegman's,
