That's well after the bail hearing, unfortunately, restitution should be the first thing that happens (after conviction) when in fact, it's one of the last.
It may be just my warped method of thinking, but if we put more police members on investigation and patrol matters and less on speeding tickets, we'd probably see a reduction in crime, most criminals have a history, if we investigate more, we'd get more convictions resulting in criminals spending less time on the street doing crime.
But that's just my line of thinking.
Other's line of thinking is "crime is crime" so the guy doing 65 on 30 is just as bad as the guy vandalizing cars for the last year and a half as is the serial burglar running around F&M (this may have been solved).
In the naked rampage guy, I don't know what his criminal history is, I'm not going to say my theory would prevent or lessen every crime.
